STEAL MY HEART
There are a number of cells in a circle around the walls with a set of heavy metal doors interrupting them for one interval. These doors currently cannot be passed. Not all of the cells are full, either. Some are empty and dark--missing something? Or perhaps something else is needed to see what's inside--or perhaps just approaching the cells will do the trick. There are loud speakers hanging down from above. From them, there are chains attached and pulled downwards where they meet up and join forces with links of chains from the ground and walls to keep a battered and bloodied Arsene locked in place. Or more accurately, restricted in movement--only enough slack in the links to allow him to get as far as the cells' doorways.
Next to him is the unbound Joker--or it looks like Joker, anyway. Save for the golden eyes. He also seems unbothered by the three blue guillotines standing tall nearby. In fact, he seems to be puzzling over something while staring at them, but then as you move, he turns toward you… and smiles, looking happy to see you.

The Fool
On one side of room, the wall there is a large fabric-covered board with names and tarot cards pinned on or around them. For the most part, there's one card to a name, but there a few exceptions where a name has more than one card and a big ? tacked on. It seems like someone's also not been bothering with cleaning up after discarding misplaced cards, either. Ripped and torn cards lay in a carpet on the floor below the board without much care or afterthought.
Notably, five (5) of the cards pinned to the board appear to be glowing in a blue flame-like light:

On the other side of the room, the wall there is another board with names but also notes messily and tidily scribbled in large or small print. Notepad paper, sticky notes, even odd things like coffee napkins with stains on them litter the spaces directly under the names--or at least some of them. Under X's name, there appears to be the large note reading You're Hearing Things People Aren't Saying and this apparently was incentive to… rip down a lot of the old notes which now litter the floor in piles.
But it does seem like some work is being done! A table has been shoved against the wall, over the discarded pile, where a project of picking up old notes and sorting through, compiling, and editing them appears to be in progress. Some of these newer notes are pinned under names--important notes with priority notations. His closest relations appear to have more under them, but it looks like he has a long way to go to fixing up the mess...

Judgement
It's like a small little cafe! Barely enough room for more than 3 customers at a time, but there is a bar at the back wall with all the accouterments needed to make various lovely coffees, lattes, and such. There's a shelf behind it with an assortment of coffee beans, but also with some other items. A mask, a framed picture, and a framed court order all on easy display. There also appears to be a realistic looking gun sitting in a boxed shelf along with some medicine bottles--but don't worry about that too much.
The left wall has a bookshelf stuffed with school text books and various literature including books on behavioral psychology, with a vase of flowers sitting on top next to a decrepit, half-collapsed toy castle where a weirdly naked king stands atop. There appears to be another doll that's fallen out of the castle, however, limbs wonky and skewed. To the right, there's a small metal table with 2 metal chairs. A bowl of beefy noodles sits there, steaming invitingly for anyone hungry enough to want it. There's some hot sauce nearby if you want to spice it up a little. How nice!

The Hierophant
There are 12 monitors mounted on the wall in total, some currently blank, others flickering in and out, others still filled with static, running black and white images of individuals distorted and warped. in what small space there is in the middle of the cell is a table that has been overturned, papers strewn about. Worse yet, there's a number of broken pieces of computer components laying scattered against the wall--evidently, what's left of the item that had been thrown against the stone wall.
It is getting... very warm... the longer one lingers.

The Devil
It's a file room! Along the walls of the small cell, there are standing file cabinets with some odd paper and items--particularly a pair of dolls resembling a princess that looks like it's been sewn back togther and a plush of an old unitmate sitting atop them. Some have already gathered dust while others appear to have been picked up and messed with recently.
The 2-drawers on the right all appear to be labelled with things like "Good" and "Bad" and "Ugly" and "Nasty". On the left, there's an entire 2 drawer file cabinet dedicated to "Games" which looks to be the most opened and closed one, judging by the chrome being worn off the handles to pull the individual drawers open. The other 2 drawer file cabinet on the left seems to have been marked with "Pre-Betrayal/Betrayal" and apparently isn't… organized at all, judging by how some old and discolored paper seem to poking out at the top.
At the back of the cell, there appears to be a collection of mug shots hanging on the wall, with a colored lightbulb below them, though some bulbs appear to be burnt out:

Notably: the red light under Joker's name is the only one flashing, almost in warning, while the rest remain a steady glow of light.
There's also a table shoved against the wall beneath the mugshots where individual files with BAD END=DEAD END's idol names written on the tab are laying out. If you're looking for writing utensils or maybe some of that useful electrical tape or mayhap even scissors, there's a helpful little container with those items.

The Lovers
Where there is room on the left side, a rack with clothes hang within convenient reach--dresses certainly are in the majority here, but other costumes are also ready to be pulled when wanted. On the right side, there's a sizeable nightstand with a drawer with a lamp and a silver box with a heart-shaped lock. The key, however, appears to be out of sight.
Mostly notable about this set up... is probably just how tidy this all seems.

There's not a lot in this place, it seems, except for some mugshots--two versions of each of the members of the phantom thieves: their normal teenager self and their phantom thief self. They all seem to be enjoying themselves with mocking the camera-taker while in their thief outfits. After all, it's more honest to themselves, right?

The Tower
Scattered and stained mahjong tiles, what looks to be a knocked over and shattered vase with cherry blossoms decorating it and a withered collection of flowers near the broken pieces, a pair of fancy knives with a semi-dried gooey brown-red substance on its blade, a torn and nearly dismembered plush of monster-Joker laying among a mess of flesh and blood with its stuffing coming out in bright blue--much like the blood he bled then... most of these appear to have been just thrown into the cell through the bars.
At the back of the cell, however, stands two tall full-length mirrors flanking a very plain looking door with a black key sitting in its lock.
Clearly, this is all fine.
